There was one on eBay recently, I am sure. Is this inlaid with silver and gold plating?

yes it is a solid brass with 24k gold and silver platiing
I don't know much about it and putting a value on something can be misleading. I have seen valuable items sell for a few dollars and vice versa. They change as well.
Having something professionally valued is not always a means to get its true value, especially if the valuer charges a fee, which can be based on the item value.
I always look at what it is worth to me. If I want it, and can afford it, then the cost does not matter; high or low.
I don't suppose this is much use to you, but, everything is relative.
Auction sites such as eBay are certainly not a good indication of the value of anything.
